The UJ was created in 2003 in the North western region of Tunisia grouping four governorates. Since its creation, the UJ has grown significantly both at the level of the number of the created establishments and at the level of the students, teachers and administration staff. It offers a wide range of training courses, e.g. languages and human sciences, legal sciences, economy, management, agriculture, biotechnology, computing, etc. It comprises of 13 establishments (1 faculty, 2 higher schools and 10 institutes), 5 of which are in fellowship: 3 with the Ministry of Agriculture, 1 with the Ministry of Health and 1 with the Ministry of Youth and Sport.

The UJ has not ceased to make significant efforts for the mobility of students, teachers and the capacity building. This effort resulted in the setting up of an information campaign for the benefit of students on many international programs which allowed the award of individual mobility grants as part of University exchange programs or through integration in the major international exchange networks. This effort is not only limited to international exchange programs; It has also resulted in the conclusion of several cooperation agreements with a network of European, North American and Asian universities.

The participation of the UJ in the CLICHA project will be through ESIER which is one of the major institutions of training, research and technological transfer, ensuring since 1968 the training of engineers in two disciplines: Hydraulic & Planning and Mechanical & Agro-Industrial Engineering. Furthermore, ESIER is a scientific research institution offering two research masters: Climate changes and water management and Agro-Industrial Equipment Engineering. Numerous studies have been conducted in the framework of projects, conventions, masters, thesis and graduation projects. Moreover, several international research projects in different disciplines were conducted with EU, African and Asiatic partners.
